I'm not there and haven't seen their ROE but... it seems obscene Waddell needed his battalion commander's permission to begin with. It also looks like the battalion commander, Folsom, is a self-serving careerist who doesn't have the balls to underwrite his subordinates' "mistakes." I'd also fault Folsom's boss for allowing what appears to be such a shitty command climate, or maybe Folsom's boss is the one pushing the "zero defects" micromanagement, in which case he needs to go. But even if that's the case, Folsom should still have the balls to stand up for his people. No matter what, the whole PC environment sucks.
