I don't exactly follow the point you are making.
If you are willing to change the constitution the district can be made a state or, I suppose, a couple states can be kicked out.
That fact alone does not make the case for doing so for either scenario.

The constitution was written when we had what...13 states? Are you saying new states cannot be added every due to teh Constitution? What about the other 37... are you going to tell them...
