Why the #&!% wont FIDELITY approve me for LEVEL 2?

How am I supposed to hedge my position if I cant buy PUTS?

There something Im missing here? All I can get approved for is covered calls in my main acct. My ROTH however has level 2...

You are not allowed to buy Puts but allowed to do Covered Calls..that sounds upside down!
Buying options is known and fixed risk compared doing CC which can be higher risk
