This singaporean told me its not actually illegal to chew it, it's just not legal to sell it. So i suppose you could just go on holiday and bring back a few packs for your personal consumption, not for retail.

I think mine fields are an excellent tool for securing the border if large walls alone prove less than satisfactory.
