Create an independent state board that reviews police complaints and has
a systematic way of getting rid of the officer after a certain threshold is crossed.
The board will be represented by "all sides" equally.
Those complaints could come from fellow officers that work side by side
and know the bad actors better than anyone because they see and talk to them
everyday.
You can create an incentive system similar to the sec wall street whistleblower
program.
