Why is TonyStark allowed to Stalk me and others with Race Baiting questions and Threads?

In the thread below, he is race baiting me with the pic you see below.

Why is this behavior allowed here at ET?

I have him on ignore and block so he shouldn't be able to quote me at all.

Apparently the ignore/block function does not work correctly?

TonyStark has quoted over 80 of my posts lately. But how/why can he do it? He should be blocked from seeing them at all. He's been following me around since I put him on ignore/block and quoting me and half the time I can see it.
