Turns out there is looting in Japan. We don't know how much, yet. Probably their media is not keen to advertise it. There is some opinion that in addition to Japanese "politeness", they also have a lot of police and, interestingly, the Japanese mafia, around to maintain order.

But the very best yet not perfect explanation for theft in general, across cultures, is relative deprivation. And stratification creates that feeling. Even other primates in a state of relative sufficiency will raid other groups that have more. Unlike them, the human primate can also symbolically rationalize the behavior.

Generally speaking...
Japan, homogeneous and relatively unstratified = not a lot of looting.
Chile, homogeneous and quite stratified = a lot of looting.

Well the root cause in my view is what I consider obvious: differences in starting conditions. My beef is with culturally caused differences--this aint poker, we can't just toss in our cards if we're dealt shit, and (to push an analogy) it's not fair if the winner of the last hand gets to make minor changes to the rules that will favor him next deal. But that is the kind of society we have today (but not so much the one we initially set up, as long as you were a white property owner anyway).

"starting conditions", apparently you are unaware that we started in the same place.

Here's a clue, give a man an excuse, (eg; "Starting Conditions") and he'll break you're storefront's window and steal your merchandise.

it never surprises me how morally bankrupt these types of people are. The elite-educated-godless-senseless, they are good comedy however.
