The only way that you will stop people from coming just by fixing the root causes would be to provide every person on the globe who lives south of El Paso or Marseilles, France with a guaranteed annual income.
That might be in their infrastructure bill.

Some bridges like this one are ready for widening.
We should be investing in high speed rail to bring immigrants up from Tierra Del Fuego at the southern tip of South America. With stops every twenty miles to pick up anyone who wants to come. They are all coming anyway and there would be fewer rapes, cartels, and child molestations involved.
Also, their housing accommodations and resettlement stipends should be ready for them when they arrive. We don't want them sleeping out on the streets like American citizens. Maybe have people on board the train to help with the paperwork and sign up. Maybe help them to sign up for Costco on the train too.
Costco registration should be linked to the DMV so that it generates a drivers license, and the drivers license registration linked to voter registration, which in turn is linked to the State Department to enroll you as an American citizen.
