Why Is Obama Expanding Surveillance Powers Right Before He Leaves Office?

Well, well, well. Obama broadly expanded the sharing of intel right before he left office. It seems that a lot of the intel that got shared because of Obama's new rule ended being leaked to press in an effort to discredit Trump. These two were events are not linked at all. Obama just never got around to it, till he was just about out of office.

"On Thursday, the Obama administration finalized new rules that allow the National Security Agency to share information it gleans from its vast international surveillance apparatus with the 16 other agencies that make up the U.S. intelligence community.

With the new changes, which were long in the works, those agencies can apply for access to various feeds of raw, undoctored NSA intelligence. Analysts will then be able to sift through the contents of those feeds as they see fit, before implementing required privacy protections. Previously, the NSA applied those privacy protections itself, before forwarding select pieces of information to agencies that might need to see them.

The updated procedures will multiply the number of intelligence analysts who have access to NSA surveillance, which is captured in large quantities and often isn’t subject to warrant requirements. The changes rankled privacy advocates, who oppose a broadening of surveillance powers—especially on the cusp of Donald Trump’s inauguration. Trump and Mike Pompeo, the president-elect’s nominee for CIA director, have made it clear that they think overzealous civil-liberties protections should be cleared away in favor of stronger surveillance laws."

Posts steamy headline, neglects to post subheading.
It could be to prevent Trump from extending them even more.

But while the changes may subject more Americans to warrantless surveillance, the last-minute timing of the announcement actually might have been designed to cut future privacy losses. Susan Hennessey, a Brookings fellow and the managing editor of Lawfare, says firming up the changes before Trump takes office makes it harder for the incoming president to encroach even further on civil liberties.

You are talking about speculation from a person who had nothing to with the order and did not have privilege of hindsight, which we do. When you look at the timeline it is crystal clear what Obama was trying to do.

I am afraid you are correct. Trump was naïve to think that Obama would respect the traditions of the office and effect a smooth handover.

I have beat up trump on many occasions, but I cant blame him for this. You expect that the previous President to have America's best interest at heart. I disagreed with Bill Clinton on many issues, but I find it hard to believe that he would take actions to deliberately damage the country or the following administration. They did some petty things to GWB but it never really hurt his ability to govern.

Obama on the other has taken action to limit Trump's ability to govern. This is blatant. Its not even debatable that Obama did this. He did. Has this ever happened on the Presidential level, or is Obama the sorest loser to ever grace the position? This whole Russia thing very well may swing full circle and hit Obama directly in the balls.

Looks like, just in hindsight:
Obama had to do something after the above news/report was publicly released in mid January!

If the report is true, it’s “a good way to go to jail,” said Richard Painter, who served as White House ethics lawyer between 2005 and 2007 and is now law professor for the University of Minnesota.
