Why is it that we can send aid and support to Haiti faster than New Orleans?

New orleans was a total disaster but how come when the natural disaster is in some other country like Haiti, it is so easy to get the needed resources (ie military, food aid,money,etc..)
But when it is in our backyard, its like trying to pull teeth.

So why is this?

Haiti has no such restrictions.
