It is important to distinguish intelligence from consciousness, or perhaps something simpler but more important, morality.
It is hard to argue about these things because even scientists don't have precise definitions yet. How can one debate when you don't even know what you are debating about?
But that doesn't stop us from a first approximation debating before reaching the science: We do this through Philosophy.

No one seems to be discussing if we are creating a race of slaves. Will these "beings" be property?

Thirty years ago, the prevailing thought was that technology improvements would shorten the workweek while simultaneously boosting the standard of living for all demographics in the United States.
Reality has shown that the exact opposite has happened. I wouldn't hold my breath for UBI showing up anytime soon.
