What we need is a fair tax system. And the only fair tax is a FLAT tax.

Art Laffer commented a few years ago, "... flat 11% tax on corporations and individuals..."

So... (1) Everybody gets the same exemption. Say, 1st $30,000 of income and/or cap gains are tax free. Then, 11% tax on the rest. (2) Corporations pay tax whether or not they leave their profits overseas. (3) Perhaps a consumption tax as well.

But if we adopted that, look how many tax-preparers and tax-lawyers would have to find real work. Their lobbies wouldn't go for that.

So, never happen.

WASHINGTON — The Internal Revenue Service handed out $2.8 million in bonuses to employees with disciplinary issues — including more than $1 million to employees who didn't pay their federal taxes, a watchdog report says.

The report by the Treasury Inspector General for Tax Administration said 1,146 IRS employees received bonuses within a year of substantiated federal tax compliance problems.

The bonuses weren't just monetary. Employees with tax problems received a total of 10,582 hours of paid time off — valued at about $250,000 — and 69 received permanent raises through a step increase, the report said. The report looked at bonuses in 2011 and 2012.

Employees' tax problems included "willful understatement of tax liabilities over multiple tax years, late payment of tax liabilities, and under reporting of income," the report said....

So if I don't pay my taxes, I go to prison. After being arrested by a heavily armed SWAT team. IRS employees don't pay their taxes and they get a tax payer funded bonus.

WASHINGTON — Two high-ranking IRS employees were on the road so often in the past two years that they may have traveled more days than they worked, according to a report by Treasury inspectors released Tuesday.

And at least 15 executives traveled to another office — typically Washington — for more than half of their work days, raising questions about whether they should have been assigned to IRS headquarters in the first place, said the Treasury Inspector General for Tax Administration.

The inspectors are looking into whether the tax agency may have itself evaded taxes by failing to disclose the benefit of the travel on withholding statements for those employees. Under IRS regulations, travel expenses are taxable if the employee works at a location for more than a year.

The review is the latest in a string of reports critical of management failures at the tax agency, including the processing of tax-exempt applications for political groups and excessive conference spending....
