Why does a low float stock with a high volume trading day not move much in price?

I was looking at a low float stock which traded on high relative green volume candle and yet the price barely moved. I think about .05 to .06 cents. If a low float stock has a sudden influx of buyers why wouldnt the price go soaring high? Is it because no one is really selling the stock?

Another possibility on a stock with less that 1 million av day volume;
SEC investigates for years+ its the start of of a big sell off.So one days worth of buyers was a fake move/end of move, known in hindsight:cool::cool:Actual insurance stock example but dont want to name names......
