P.S. A few weeks ago, another nutcase sent what was believed to be ricin to Trump, Wray, Mattis and the CNO but there was hardly any coverage of that by the media...

It could be some far right wing head case. It's just as likely some far left wing head case thinks this will be helpful for the upcoming election. I seriously doubt that the targets themselves have any knowledge or participation in it. They just benefit from the ensuing chaos.
