I don't think it would work. Because if you made money on a specific contract, then by winning you would be investigated by the Feds and your assets seized. Basically, it's a lose-lose contract.
I doubt that many people would want to go long "presidential assassination" futures, for obvious reasons. I suppose it depends on your definition of threat, but I can't see this type of exchange ever seeing the light of day.
