The info I got from CME was it IS for ALL kinds of traders. You may simply call/email CME or Reuters to make a clarification, but not "I thought...".
 
You could try Advantage Futures, they can provide access to EBS and also futures through TT, but i don't know if they can do EBS through TT. Guessing a phone call can clarify.

Just to let you know that Advantage Futures will have connectivity to EBS through X_Trader.

I like that they also offer support for multiple front-end trading applications.

Very tempted to open an account with them but trying to get the monthly costs down, Alaron seem to offer X_trader for $500 a month.
