a rules based system used to be vulnerable to putting the head of the rules on stick. this is not an option anymore becuase the rules based system fund itself 2trillion a year. it's a very sad situation because the rules are incredibly poor so the answer is a more militant approach. the least bad is you want to defund the burocrat where possible to be honest.
