Keep in mind these are the equivalent of brokers doing business for clients post-Volcker Rule. So GS isn't making directional bets on currency for their own book, they're putting together products on behalf of clients who either have a hedge requirement or potentially are themselves speculating. As such, it's about as accurate to think of GS as participating in the forex market as to think of Interactive Brokers participating in the stock market.Wikipedia -
