Liberals believe blacks are too dumb, lazy and dysfunctional to succeed on their own. They can't just come out and say that however, so they blame it all on racism and the legacy of past oppression. The message they give blacks is that it's pointless to even try to succeed without the help of government.

With a few exceptions, that's been pretty much the case over the past 150 years.
 
Well, they seem perfectly able to construct hugely profitable drug empires without government assistance. They invented and popularized, to great profit, several genres of music and dance. Young black kids can learn to circumvent complex car security systems and steal them without a government training program. They don't seem to require a government program to learn to dribble a basketball.

Up until the 1960's, black rates of high school graduation, illegitimate births and other measures of social dysfunction were not significantly worse than whites. They skyrocked however after liberals started "helping" them, and in the process, undermined family structure and social norms.
