If there is a lower cost to accomplish something with all other necessary things being equal, then it should be persued. All Government spending should be scrutinized and expense reductions should be incentivized.

You appear to be attempting to shift the argument. It feel it is inappropiate for members of Congress to meet with foreign powers. Congress decides treaties and formal declarations of war, but the President is the face of our country. We have seen former Presidents such as Jimmy Carter promote an agenda to foreign powers that were contrary to the sitting President. Can you spell “sedition”?
