Because as we all know, the best time to create law is right in the middle of a crisis. Let's not wait for the dust to settle before we start legislating on how we can fix it next time. We don't need to know for sure what the failure was, or wait until the academics can reflect and draft a sensible proposal. Knee jerk reaction is what we need!

Whether they draft legislation in the middle of the crisis or after the dust settles, the main point - no one who votes on it will read the bill anyways.
