Four-Time Deportee Arrested, Accused of Harming Girl
Parker County sheriffâs investigators say they arrested a man â in the U.S. illegally â who broke into a Springtown-area home early Saturday and molested a 9-year-old girl.
Deputies responded to a 911 call early Saturday morning where a 9-year-old girl reportedly told deputies she was awakened before 6 a.m. by a stranger who was fondling her crotch area as she and two brothers slept on a couch in the house.
The girl said the man, who spoke with a heavy Spanish accent and gave her instructions in broken English, motioned for her to follow him into a bedroom where he is believed to have entered the house.
However, the girl reportedly ran screaming into her parentsâ bedroom in the opposite direction while the man reportedly left through the bedroom window he had initially used to enter the home.
When the girlâs parents immediately attempted to contact law enforcement, they noticed their cell phones and a laptop computer were missing, the sheriffâs office reported.
The girlâs mother reportedly drove to a nearby convenience store where she called 911.
Deputies traced a set of footprints outside the house to a neighborâs home on Spring Valley Court where the suspect, 35-year-old Israel Andrade, had reportedly been visiting the prior evening.
There, investigators identified Andrade as a possible suspect and located him asleep in a relativeâs home on Alta Vista Street, about a mile away, according to the sheriffâs office.
Deputies found Andrade sleeping atop three cell phones. When a deputy rang one of the stolen cell phone numbers, one of the phones on the bed rang and displayed the deputyâs phone number, according to the sheriffâs office.
At the Alta Vista address, investigators who executed a search warrant reportedly found a pair of tennis shoes matching the tread of the footprints outside the girlâs home and two pairs of childâs panties wrapped inside a pair of Andradeâs jeans.
The girlâs mother identified the panties as belonging to her daughter, the sheriffâs office said.
Andrade was booked into the Parker County Jail shortly before noon Saturday on charges of burglary of a habitation with intent to commit another felony, a first degree felony, according to the sheriffâs office.
Andrade declined to speak with investigators and requested an attorney, according to Parker County Sheriff Larry Fowler.
The manâs relatives reportedly told deputies that Andrade had arrived in Texas from Mexico about a month ago.
Records from Immigration and Naturalization Service show that Andrade was previously deported from the U.S. four times, including in July 2003, February 2004, September 2009 and December 2010, according to the sheriffâs office.
Fowler said they believe Andrade was deported a fifth time, as well, but was not prosecuted for illegally re-entering the U.S.
âAs far as heâs concerned, weâre doing some checking about where heâs been, what heâs been doing, we donât know,â Fowler said. âI donât know where heâs been at this point. Weâre checking on that.â
He faces five to 99 years in prison if convicted of the first-degree felony charge, according to Fowler. If convicted, Andrade would serve any prison sentence before being deported again.
Fowler said he was not yet sure whether anyone would be charged for harboring Andrade.
Fowler criticized the federal government for failing to keep Andrade out of the U.S.
âLetâs not forget that weâve got a little 9-year-old girl that is totally traumatized by all this,â Fowler said. âSheâs going to remember that for the rest of her life. Thereâs just no answer to why that man was here. He should not have been here.â
In this case, area residents were fortunate that investigators got on the case and quickly brought it to a successful resolution, Fowler said.
âOur border sheriffs and the Texas Department of Public Safety are doing a phenomenal job with the current laws and available resources,â Fowler said in a statement. âYet, our federal government needs to step forward and aid us in enforcing the laws on our southern border. This type of injustice cannot be allowed to pass by for a sixth time.
âHow long will we have to tolerate this type of injustice? It is time for American citizens to make a stand and begin petitioning for tighter security at our borders in order to protect our citizens.â
âLaw enforcement, and Iâm talking about nation-wide, weâre all dealing with this,â Fowler said. âMaybe not exactly the same scenario, but something similar.â
âUntil somebody, the federal goverment, takes a stand, takes care of business and does what they should be doing, itâs not going to change,â Fowler said.
Fowler said he has spoken with Senator John Cornyn and State Rep. Phil King about the issue and believes the presidentâs and Congressâ number one job is to secure the border.
âEarlier this afternoon I received a call from Parker County Sheriff Larry Fowler regarding the sexual assault of a 9-year-old girl,â King said in a statement released Sunday. âIt is inconceivable that a man who has been deported four times is back in our country to assault a child after breaking into her home. What is it that Washington, DC, does not understand about the need to secure our border against criminals? As a former police officer, I can assure you this crime would have never occurred if our border had been properly secured, preventing his reentry after deportation.â
