It would seem that's going to take some serious, direct intervention from the mainland. The "Control Board" was probably not the best way to do it . Wall Street influence hasn't helped. The U.S. has used and abused Puerto Rico by placing self-serving restrictions on the Island. However the greatest blame for dysfunction lies with the Puerto Ricans themselves. It seems corruption is a legacy of the Spanish Crown. Everywhere colonized by Spain, and by Portugal as well, has suffered from corruption in government. However it is well past time to stop blaming your great, great grand parents for your failures.
