The brokers should police it - not allow on their site, they can detect it as soon as it happens, often as well its serial pests.
I recall years ago, it attempted to once push price with small size on an illiquid penny stock I had a holding in, and my broker disallowed the trade, they even phoned me, or I phoned them, can't recall exactly, but there was a communication where they knew I was trying to manipulate price.

OceanaGold was making a nice run on decent earnings before the sector dropped like a rock again. I think eventually it runs back over $3 Cdn maybe more seemed like they had their act together on permits etc. I played them a lot on the first run up after Covid, but missed the second run up and subsequent drop.

Oceanagold (CDI's) have been delisted from ASX since 31 Aug 22. The shares were deemed to be not financially worth listing on ASX...
"Reasons for Delisting from ASX
The Company is seeking to delist from ASX due to the ongoing low trading frequency, low volumes traded and limited index inclusion of CDIs traded on ASX as compared to that of the TSX. The CDIs held on the Australian register have declined to approximately 7.5% of the Company’s total issued share capital as of 30 June 2022.
The Company believes that the financial, administrative and compliance obligations and costs associated with maintaining the ASX listing are no longer in the best interests of its shareholders as a whole. The delisting is also expected to lead to an increase in the Company’s liquidity on the TSX."
