I would think that a state that refuses to provide its COVID-19 data to researchers is more suspect than nearly all the other states that do.

Data is unreliable for the most part because it has not been properly vetted or verified. So, has no value. Now, what has value? What doctors actually, treating patients say. I would take their word more than bureaucrats like Dr. Fauci who has a six figure job behind in his desk? That is an obvious conflict of interest. If he becomes irrelevant, they can just axe his job? Doctors on the front lines treating patients are not getting paid extra. What they say matters more than extreme liberal media lying to promote their political agendas?

The data that is at best suspect, probably, contrived is just garbage and you base policy on that? I would rather interview actual doctors treating patients to tell me what matters. I have been a strong advocate that all COVID data from the states must be open, transparent, and factually correct. Proper data must guide policy. Policy should not define the presented data.
