Where to get info/buy GE and GS preferred shares?

Supposedly Warren Buffet is buying GE and GS prefered shares, with dividend yields close to 10%.

Where to find more info on those prefered shares?
Common shares only yield
5.70% for GE:

He got a special deal. Regular GE preferred shares aren't yielding 10%, it is just the ones Buffet has.

the secondary offering doesnt have any of the special features buffet gets. they get his $ and his reputation/blessing, het gets to bend them over and give it to them like a rottweiler on a teacup poodle.
