He is probably in jail for ripping off people online. Telling them that he was selling cheap laptops and then having them pay with paypal and then he never sent the laptops. He's history.
 
Western union is worse than paypal. You will NEVER see your money again with Western Union payments. At least with Paypal, you can get a refund. Criminals don't use paypal because paypal gives them back the money and they have to sign up with a credit card. Western Union is no verify. Just send the money to them and they are history. You never hear from them again. He's a criminal.
