Or they've hit an economic snag and gotta move somewhere cheaper

When you are young and working, you move to where the jobs are. When you are old and retired, you move to where you can afford to live.

In between, a few want to minimize paying state income taxes and move to lower tax states but they are probably a minority as most Americans who are well off are quite generous and won't mind paying taxes to help out their fellow citizens in need.
