Its a big lobby muckracking where e-cig startups will likely lose out, since they have virtually no political sway. Pfizer even payed off the american anti-tobacco NGOs to campaign against ecigs (they see this as competition to their nicotine patch and inhaler business).

Why do I have to buy a pack of 20 cigs? Anything else you can buy in a wide variety of quantity but not smokes. If you want to quit smoking buy a pack of 5 or 3 but no, ya gotta buy 20.

in poor parts of india you can buy toothpaste etc. by the squeeze.
