Do you see that water tower in the picture...in the background to the right of the AGR building ?
It's the tallest point in about 200 - 1000 yards...easy to climb too and just as easy to put to Secret Service snipers on the balcony walkway of that water tower.
Yet, there was no Secret Service countersniper team up there. It is so high that any well-trained sniper would know it is the highest point...even a local police officer with binoculars should have been stationed up there at the minimum.
