When a Baby is Born, Who is Responsible?

Many on the left will give this answer immediately, but they don't understand what they are saying.
Why the guvmint?
Why not Mom and Dad?
It's the responsiblity of a civilized nation to provide care for these children, and a process to put them into a home of loving parents. It's also the reponsibility of the nation to be proactive before irresponsible people have these children. They can start by sterlizing all women who have more than one child while on welfare and/or no man is present in the home. They can also sterilize all men who have more than one child out of wedlock and who do not provide care for that child.

You are probably right that much of the problem is rooted in culture.
It plays an important role, but is it really mostly the African American culture?
What is it about their culture that is hurting our society?
White people have had a long historic culture of looking down on "lower" races, and having hatred for the African American. I would think that has much to do with it.
And what about our selves? How much of the problems weight do we each carry?
Maybe when we find the root you are speaking of, we'll better be able to address the problems.
