Yes, but the exchanges charge fees and the the fees can be substantially high.
Binance.US does not allow deposits of USD to buy USDT. It sucks.

Never used Coinbase Advanced Trade platform. Just checked and it looked pretty good.
Do you know the cheapest way to send USDT from Coinbase to outside wallets? In the past I only saw ERC20 available and the network fees were very high. I did not find the TRC20 option.
