What's the best Options routing for preserving front-of-queue / first-to-fill at a given price?

Are you saying that you pay ZERO commissions on option trades at TOS/TD? Not talking about a ticket charge, talking about commissions. So if you buy a 10 lot of $1 options you pay exactly $1,000 and nothing more?

I would not prefer not to publicly post my commission rate. If you don't want to either, I would understand, but you said that TOS did not charge you any commission other than small reg fees? This would be very unique for a non RH broker.
 
Here is all I feel comfortable saying.TOS is substantially less than IB,and in my time using both,the fills are far better with TOS...

TOS says they charge 0.65/contract for options which is a terrible rate if you do any volume at all. Maybe you negotiated...?
 
I sense that it's gonna be nearly impossible to stay in front of the HFT guys paying for data IB customers will never have access to.
Not really, if you watch the tape the Op can solve it. I took a photo of WS Bets pump, Bid x Ask $1.4x $1.5 lots of depth both sides. Using a crap route I got filled at $1.25(30 contracts). So far the trade was not busted. Selling I get filled above the offer when volume goes nuts and it has nothing to do with stale quotes. IBKR Rebate routes sitting caused me to research this bigly.

It is very likely that your bid ask was stale
