The military is part of the executive branch, so our enemy would have to kill over 2 million people to accomplish this feat. That would likely only occur if a nuclear world war killed off a large percentage of the population and society as we know it fell into chaos. I would probably be living somewhere in the middle of nowhere hunting, fishing, & hoarding ammunition.
