Nothing changed when the uptick rule was ended so I doubt it will change if they bring it back.

I'm pretty sure the uptick rule only applied to stocks.

at least before, futures were not subject to the uptick rule, so i doubt they'll make the stock indices, options etc subject to the reinstated uptick.

While it wouldn't directly apply to futures, it could add to futures liquidity as a hedging instrument.
