Of course to look at the other side of the situation, who are the winners ?
1. The huge numbers needed for security in airports, train stations, shopping malls etc.
2. The military who are called upon to sort out attacks by radical groups.
3. Nationalist politicians who want a clearly defined enemy.
4. The weapons industry, selling more hardware.
5. Journalists give substance to the terrorists in numerous articles and discussion programmes on TV/papers/magazines.
Yes it pays some to give money to the lunatics to carry on. Might dilute the gene pool a bit I suppose of aggressive people.
