A. Start the war what happened in Qana wouldn't have happened
OR
B. If Hezbollah wasn't using human shields like the cowardly scum they are it wouldn't have happened.

You bet, they are responsible to the same extent that the US and Soviet Union were responsible for killing German civilians during WWII. They could actually go to work and earn money and do what millions upon millions of minorities do to get ahead. No one has told them they couldn't do that. Has been said many times that "Sometimes Retreat is the better part of valor". The muslims need to find some valor.
