Even before the time of the supposed bible Jesus, Rome was distributing 'corn dole' to the poor on behalf of the people. Jesus was ok with government; "Render unto Caesar" and all that.

So perhaps gov seal should say.. ..pay your taxes and help the poor the Jesus way.
