I don't know about that. Drugs only make life worse for the community. In my opinion, we should strip citizens of their citizenship if caught with heroin or cocaine and deport to a country of their choosing. No jail time though. We'd save billions doing this and they would not cause any more problems.

If the goal is to disarm the cartels, do you tell people to stop buying drugs, do you legalize drugs, or ...?

How would you get the countries to accept them?

What if they choose the US?

If they continue to buy drugs from the cartels(in a different country), the cartels won't be disarmed.

I understand your motives, but the right should be able to see when they start acting exactly like their conterparts of the left.
The same way that prohibiting, banning, regulating or whatever government idiocy the left wants to do with guns will NEVER stop people who really want to put their hands on guns, trying to prohibit, ban, regulate whatever the right wants to do with drugs will never stop people who want drugs from actually getting them.

But of one thing you can be sure: Regulating, banning or prohibiting both things or whatever other thing will always make the illegal selling of those things(by criminals) extremely profitable.
