The ideal country is a de-facto one-man state - ignore all laws, just live how you want and take the best steps you can to avoid getting caught, arrested, and fined/jailed/killed by whichever bunch of gangsters are the biggest threat. If you live in the civilised world, the biggest threat is the tax authorities, and much lower down, police (if you take drugs, fuck whores, drive fast, or other victimless activities that have been designated illegal).
Now if you want the benefits of state power i.e. law & order, but not the downsides i.e. oppressive taxation and social control - well, that's called wanting to have your cake & eat it.
My recommendation is go to civilised tax havens, or larger but less developed countries with laws & law enforcement sufficiently lax that you can do what you want with minimal risk. I doubt you are gonna get busted for tax evasion if you trade from Bangkok through an offshore corp via IB, using a numbered bank account. If you want to be a druggie move to Holland, or a more liberal 3rd world country and carry enough $$$ for bribes.
