Costa Rica is good if you stick with a major bank such as Scotiabank (Large Canadian bank with branches all over) Not sure about currently, but a few years ago all you needed was a passport and an address there.

Its a personnal choice. I never said you should or should not pay taxes. You have to decide for yourself.
