All IPOs at every firm must be paid for in full and are not marginable as an IPO.
For almost all local brokerage firms in Hong Kong, clients can borrow 900% margin with very low interest rate for ipo.

How was I to know that you were not asking about the US markets?
I'm also not aware of IB ever being part of the selling group, so buying the IPO is not likely, You will have to trade after it is listed and publicly trading. The first few days, it will be hard for IB to provide leverage on those symbols.
I don't know why it be hard for IB but it is an essential function for all local brokerage firms. None of the local brokerage firms are selling groups.
