What is most cost effective way to be an Inv Adv?

Anyone recommend a vendor they have used that is reasonable? Can I do the ADV myself?

I have found BrokersXpress will take an Advisor with no minimums but offer zero assistance in setting up the ADV/Compliance.

May be SEC might have some guideline booklet on how to comple the ADVs. Also have some advisor mail you his/her ADV so that directions can be taken from that as an example. If there are mistakes, SEC will send it back costing you only time by few weeks.
