What influences short availability?

Hi, I wonder how I can maximize the likelihood of my short orders filling. Does this depend on the clearer or the broker/prop trading firm? Any firm you would recommend? (I trade NYSE and NSDQ open crossing at the moment, but the question is more general).

IBKR not only has a tool for short availability, but actually publishes the short rates.

I assume some guys even arbitrage these shorts with stock futures.
