This is because of the cap on H1B visas which was put by the current administration. look at the 2017 column.

As outlined in multiple articles tech jobs are moving away from these three cities due to high costs and other factors. Most companies are opening new tech hubs elsewhere.
While we are at it why don’t we compare the number of tech jobs created in the RTP, NC area last year to Toronto. Oh.. RTP blew Toronto away. So did many other U.S. locations in Tech job growth.
