What happens if detroit cannot pay for its police etc..

They are in a big mess in terms of budget. Is it possible that they will not be able to pay city employees and the city goes into chaos?

Or is this impossible, ie: the federal government steps in and pays? or do they send in the National guard?

how would a scenaro play out.
 
Maybe they should become unincorporated. Just disband the city and deputize some sheriff's deputies. Just like the wild west. :D
