What exactly happens at a Higher Low?

What's the balance in positions between buyers holding and buyers wanting to buy...?

Is accurate data on this available to traders?
 
Price goes up, but the retrace doesn’t hit a Double Bottom.
Technically we’re now in an uptrend; meaning the sellers are in control…

Apparently no trades take place below the Higher Low.
We’re dealing with buyers who bought earlier and new ones stepping in.
And also sellers holding positions or unloading…

I’m getting confused (as you can tell o_O)
Who, with more brainpower, can explain this in simple language?

mainly study,+ record end of day\end of week\month =that higher low, higher low on monthly candle charts\intraday is mostly for daytraders/short term traders.[ I remember when i first started studying on charts, the higher lows, on open, higher lows, higher opens, higher lows on closes, many periods, intraday, daily, weekly ,monthly.
My favorites include, but are not limited to monthly charts/close price.
'' in an uptrend now '' ?? We have been inuptrend since SPY closed above 200day moving average. And SPY is still now above 50dma+ has been for many days.

"However, what if the market approaches the highs the second time, and sellers come back into the market again with enough force to keep the price from exceeding or equaling the previous high? Buyers will start to become disappointed. Where will they really be disappointed?—if enough buyers don't come into the market to support the price at the previous low. If prices penetrate that low, watch for buyers to bail out en masse. For them to get out of their position, who is going to buy it from them? If everybody is trying to sell and no one is available to buy, what are prices going to do? Fall like a rock."

To hear Tom O'Brien tell it - "price is in an exploration to see if they can knock the top out of it. If they can't knock the top out of it - guess what, they go see if they can knock the bottom out of it. Rinse. Repeat."
