What does this news alert mean regarding a stock?

What does it mean when you see those DowJones newswire alerts scroll by that say: Company Name (Ticker Symbol) Ind: 38.0-42.0 Last 36.50?

Example:

Massey Energy (MEE) Ind: 38.0-42.0 Last 36.50

Is it indicating a price range of standing orders as compared to the last price?
 
Its an indication of the opening price. They (the specialist) advertise these to tighten the bid/ask, so I was told.
