What brokerage allows private investors to participate in a secondary?

Hi,

does anybody know if we as private investors are able to participate in a secondary offering, specifically does IB offer this? There would be so much money to be made here :D

I.e., Suntech Power offering was priced at 12.50 today, do not think the stock will see this level today.

If it is a hot ipo it is usually allocated to institutional clients. if i recall correctly secondaries are usually allocated to existing holders of the stock
