Yes, it is. But most people choose to buy high and sell low.
In fact I am facing this problem currently. I am trying to teach my sister to buy low sell high. But she finds it incredibly difficult. She's more comfortable buying when the price is high.

How do you keep her from selling high, and buying back higher?
Can't be helped. People likes to buy high. I guess the best solution is let them keep doing it until they no longer have money to buy. Then the problem is fixed.

I wouldn't say that, buy low and you risk buying into a trend reversal just as much as buying high
